More tweeking

Changed the FPS cap from 34 to 40.

It seems 34fps on console is smoother than 34fps on PC.

I think it's the difference between driving with a monitor as opposed to a TV.

I also dropped the Shadows and Shadow Distance to Low for my potato. This doesn't represent the PS4 GFX though. So adjust as you see fit.
