Answer: It's called the vehicle texture swap. It works as a mod, but it works very well. Should be found at Nexus mods. If not found in Additional information URL thing. YOU MUST ALSO MAKE SURE THE PNG IS CONVERTED TO DDS. THIS IS TO ENSURE IT WORKS PROPERLY!
