Yes, it absolutely can be uploaded to just paste into a folder (drag and drop. I already have the files that can be dragged in dropped it was simple. Just install the livery then copy the new files and place them into a seperate folder which is just a few files. I also put the original files back in and pasted the files in to make sure and of course this can be done, VERY easily.
If people want the drag and drop files you can download this link I will post and it has all 10 cars (but not all 2020 liveries, just ones already made on this site.)

You dont have to drag and drop all the folders, "2019_asset_groups" in the main directory and to install only the cars go into the folder until you see all the folder with team names and paste those folders in the same spot in the game and the same with the folder named "f1_2019_vehicle_package" also in the main directory.
