Added missing surface file

surface file is now needed to get the traffic working on the 1.3 version of the map, now included in the download.

Update for the Traffic for 4R Hometown Map now including also the latest extension ''Elbtunnel''. Traffic on all roads now also with 4-5-6 lane traffic.
