Please propose a better methodology for checking cuts. It has to be consistent, easy to judge and understand, fair and quick (to not waste extra time of director). I am all ears.

I understand your point, most likely he lost time, but how can the director quantify the time lost/earnt? As soon as they decide themselves who deserves a penalty and who doesn't regarding cuts, drivers will complain about directors not being equal with all the drivers... Those rules has been discussed, voted an accepted by WC teams, so that's what it is.

Anyway dont worry for @David Greco , now he doesn't need to test qualy

LoL. Its this easy: When you leave track it is illegal. You always have to stay on track. Because the race and quali is on the track, not off the track. When you watch skiing and they miss a gate at going down the hill, they get DQ even when they loose time.

The best solution to a problem is usually the simplest one. Find me an elegant solution to judge with 100% certainty if time is gained or not from a cut, and I will gladly propose it for next year's rules. This year's rules are already closed due to TOA.
