What is the overtaking rules in that situation. PLP gives me a penalty?

You wont get a cut penalty, but don't anyway. There are no penalties, because they don't work well, but everyone should still not abuse that and be respectful to each other. I'm not even sure you can, I think it slows you down naturally.

Wheel and pedals didn't work once i was on the grid, only found out 10 sec ahead of the start when i tried to look behind me ... looks like a game bug, had to reconnect to the server and i could drive.
