Maybe, but honestly I don't know. Sometimes registry entries of an old installation can cause problems. You could try to uninstall it, clear the registry, and reinstall it.
You could also try using the pre-patched gp4 version from gp4central.

I will try, i dont really want to reinstall again Windows 7, but if its nescesary i will do this has last attempt

no need to reinstall win7, I meant gp4 registry entries. It might also be caused by the installation path, though that's normally only a problem with win8, as the program files folders are write protected there. Normally it should work fine on win7, as long as you've set compability mode and run as admin for both gp4.exe and gpxpatch.exe, and installed it in the correct order (gp4, patch 9.6, nocd.exe 1.02, run once to calibrate graphics and sound, gpxpatch).
