It isn't being built to F1 specs. I think the layout isn't actually bad at all; you can't even see the undulations in the article image, but you can here:

It looks like a Portimão/Bahrain/Sepang/CotA hybrid. that's not a nice way to describe any track.

Now, if the track has much smoother radius as the 2nd map 2 posts above, then it isn't as bad.
