I guess Button and Vettel are more popular in GB than Hamilton and Alonso, because they are the "nice guys".
Otherwise I can't really explan why they have won.

My guess:

Vettel because it was his first WDC where he didn't have the fastest car all the time.
Button because Hamilton a) can't handle Twitter and b) is leaving the iconic British team for the evil Germans - something the British press never likes

By the way everyone, these awards were voted for by the readers of Autosport. Perhaps they thought that Button was a better role model than Hamilton for the younger generation.

I thought it was British Competition driver of the year not British Role model of the year.
