Where do rfcmp files go?

I was watching a video this morning with the updated Stock Cars. They are a blast to drive at Indy, by the way. The narrator recommended a community track (Brands Hatch) and I downloaded it and installed it in the steam/steamapps/common/rf2/packages folder. It doesn't show up in the game. Did I install it in the wrong place?
 
use windows file explorer to make sure the file is in the packages folder. (sometimes the file is designed to unzip just into the main rFactor2 folder and it then places it down into packages. You may have a new folder in the packages folder called (strangely enough) Packages/Packages/
If the rfcmp is correctly located, then go to the packages screen and make sure it's installed. New UI will have a checkbox. Old UI will have a blank spot where the installed checkmark should be.

Just so you know you can store Vehicle and Location packages anywhere you like
In Mod Manager you will see a drop down menu to add new packages folders
ie: You can use multiple packages folder to divide content or say to save valuable SSD space
as once installed they are not needed

The only files you need in the default packages folder is *.rfmod
Using Mas2 you can quickly create your own mods with Stock Car and the tracks you want
you can also pick individual skins and track layouts

ModMgr.exe ( Mod Manager ) : STEAM\steamapps\common\rFactor 2\Bin32
Browse packages better then launcher, you can turn off tabs for all types of content other then cars and tracks

Create your own mods from your existing content
