rFactor FWrange help

I'm in a spot of bother. I'm trying to make it so the cars in my rF1 '82 mod have their wings restricted to 1 when they don't have a front wing in the upgrade files, but it keeps defaulting to whatever the fwrange is in the .hdv file (I have changed the .hdv file a bit). Does anyone have a fix?

i have unfinished 1982 mod for rfactor(1) from historicsimracing.forumotion. so, there this upgrade works properly, look how they realised this in upgrade file:
