im just try to make custom liveries but it cannot display. i've been watch tutorial from sirspat and boonatix,but still not displayed

If you have followed instructions correctly in those tutorials, make sure filter is on all in car selection screen in left of screen above Manufacturer select.
Filter options can be All, Custom or Official. If you are filtering only official you won't see custom liveries. Do make sure you have correct cars and liveries files in customs folder though if you are a beginner.
