HDC files

Ok how do I make it so the HDC file is not encrypted? I was looking through a mod that seems to work well and chacking the files to see what settings made it go so good, Noticed the HDC was not encrypted and contained some settings I would like to fiddle with. But for the car I want to change the file seems to be encrypted?

Thank you, knowing what to look for made things a bit easier.
For anyone else looking for this tool, be careful one of the files I downloaded was identified as a Trojan. This link leads to one that I tested and it works good, http://aluigi.altervista.org/papers/wtcced.zip
