Does anyone know how to get a team off the ground?

i run a team however we can't get numbers up and every time we find a race we train for it then around the week before it turns out im the only one who actually intends on racing, its always endurance as well so i can't take it on myself. im looking for drivers but the team doesn't grow at all and never gets to show ourselves as no one will actually drive, dose anyone has any advice???
