The restrictor system right now makes it quite difficult to get the power of some (mainly road) cars reduced in a way where they're very close or similar to (slightly) slower cars.
As far as I know it's now based on maximum power available in the higher end of the power band. 100% is the limit, but I still have no clue what it's 100% of..?
