ACC Session Info Bar [SimHub] - Brings part of the ACC UI to AC!

This is an attempt to replicate ACC's top session info bar for use as a SimHub overlay in AC.
Features:
-Session elapsed time counter for solo practice
-Countdown timer for timed practices/qualifying
-Lap counter for races
-User system time display (could not show the in-game time with simhub)
-Flag displays
