why does my FPS stay at 45 with oculuc

i must be missing something. no matter what i put the settings on as far as quality, cars on track, PP, reflections...my frame rate stays at 44-45 fps.
that was on a 980ti so i went and bought a Zotac 1080 amp extreme, ran the same settings and got 44-45fps. lowered everything....still 44-45 fps

this is running on the oculus

what am i missing?

You probably pushed Numlock3.
Press Numlock4 , with NumLk activated.
For your info:
NUM1=Everything off
NUM2=ATW on, ASW off (I think)
NUM3=ASW always on
NUM4=Auto

Next time you want to go back to your car, press F4
