stop GSC creating a new controller.ini file

Is it possible to stop GSC creating a new controller.ini file each time it starts?

I think I may be able to stop it detecting the wrong controller if I can stop it form recreating the controller.ini file

I have 2 installs of GSC on the same pc (one unedited for online play, and the other I use for creating custom championships and editing different files). I have simply copied my controller across from one to the other and it works. I have deleted all controller files that I do not use, so that the correct one always starts. I am not aware of a new ini being created - it does seem to read and update it each time, but the controls are not changed.
