I have just ordered an OSW wheel and I was wondering if it is possible to Tune the force down so it doesn't bother my downstairs neighbours late at night.

The motor (direct drive) shouldn't bother anyone even cranked up, it's silent. But to answer your question, sure you can turn down the power just like any wheel.

I would add, If the forces end up vibrating through your rig then your rig isn't rigid enough, and the rig itself is absorbing some of the ffb which will slightly reduce the fidelity of what you feel. This is something I experienced when mounting a Bodnar wheel to a Next Level cockpit, then moving over to a 80/20 aluminum build.
