Is there anything I can do to raise FPS?

CPU: Intel i7 5500U
GPU: Intel HD Graphics 5500
Your specs are very low. Both your CPU and GPU are very weak (the GPU is pretty much the lowest you can go and not really capable of delivering acceptable gaming performance). And seeing as you're using a laptop, there's sadly not much you can do. If your game settings are as low as you can set it, the only option left is to lower the resolution (unless you've already tried that as well).
 
Strange..., I have an i5 laptop with Intel HD graphics and 4gb RAM and it runs fine.
I have everything off or at zero except for world detail which is at max and I get high 30's FPS.
I can even run about a dozen AI to race against. Just a question, did you disable PP (post processing) effects? I found that one to be the single greatest hog on my system. Also I wouldn't tinker with the HD graphics settings. I just left it at "use application settings".
 
I've got all of the in game settings as low as they can go, and I'm only getting 14-17 fps. Is there anything I can do to fix that?
Try setting reflections to static, and then you might still be able to use PP filters and other visual goodies. I found that being one of the biggest gains without decreasing visuals too much.
 
I have a pretty reasonable pc, running 2560x1080 at 144 hz which it does most of the time,
even with online racing.
But i thought i would try Razer Cortex software , easily found on the internet.
I held little hope it would do much considering the above, but to my supprise the max frame
rate achived stayed the same, but my minimum went up by some 20FPS.
Runing your struggling pc with this program my achieve much better max frame rates.
If you take this up let us know how you got on.

Just in case (I am not a all a PC specialist).
I had some issue with my laptop running Assetto corsa.
Like you, I had about 15 fps. and could barely do nothing to raise up at a decent level.
Until I discovered that my graphic card was not really "activated" for 3D application.
There was some kind of Throttle function which just didn't worked properly. The graphic card frequency was locked at a low Mhz
I needed to reinstall my graphic card drivers and the fps came back .

For some unknown reasons, the problem appears again regularly.
Just reinstall the same driver again and all works properly for some months before the problem occurs again.
(I don't have time to further check for a better solution. reinstall the driver takes me 5 minutes :)) )

I have a dell inspiron 7720 17R with a core i7 and a Nvidia GT650M graphic card.
(I have about 65 fps alone or with about 10-15 AI cars on track (depends on the car and track of course)

One thing you can already checked is if your graphic card frequncy is on boost mode when assetto corsa is launched, and/or check if your laptop fan is working well (for example mine works at full capacity for a while when I launched assetto corsa)

so while i have kind another "problem", it perfectly fits into these header. I will increase my gaming resolution through a new monitor soon to 3440 x1440 @100hertz. With my current 2070super i will be "on the edge" and definetly need more fps to come near the 100 fps.

At this moment i run everything max ingame and i think CSP too. So my question is - Which CSP options are possibly "fps-killers"? Which should i run lower or off.

For example grass.fx - at standart medium quality is active. I run it at high and soo on.... (ok grass is maybe a false example because i simply could test it myself.. :cautious:)
