Yes, you do need to own Porsche Pack 3.

The Teamspeak server is always active. Most of us will be on there come practice time and will be glad to help you with getting a good setup.

I typed the server name and password and got this message :
Under Server Address i typed in server name
Under Server Password I typed password
Ipressed connect and got this message :
Failed to resolve host name

Here's what you could try to do:

1. Run Teamspeak as administrator
2. Go to the main page of the Forums here : http://www.racedepartment.com/forums/
3. Look for the Teamspeak widget on the left hand side
4. Click on the "RaceDepartment.com" hotlink, it will attempt to connect on your TS client
   
5. If successful, it will prompt you for the Teamspeak server password
