Fuel prices

I was just wondering. Fuel prices do differ each time I have taken fuel. How are those prices based?

Is it a daily changing rate, does it differ per country, and are certain countries always cheaper then others? What are your experiences?

Well, not sure how it works, but prices differ per country a lot.

Lowest I had so far, 1.18 in Luxembourg.
Highest around 1.60 in the UK.
