MSI Afterburner is a free application that also allows you to control fans and overclock your graphics.

Steam also provides you with a FPS counter overlay for all games. Should be found somewhere in the settings menu

I use MSI Afterburner but I did not know this. Good to know.

I use the one built in to the nVidia driver, it's always on (after setting for the first time) so I don't have to run an external app. Of course this is assuming you are running an nVidia card.
Note, you have to turn on ShadowPlay to access the setup but you don't have to activate Shawdow play on every reboot. Also works with triple screens.
