hello @Mahad nobody here can decide about the sound but ASR
you are not the owner of the sound so you are not in the position to tell to another modder what to do or to do not

The mod is free so ASR authorize him to use the sound.

No problem with that. Is just that many people use sound from other mods without asking for permission. And as you mentionned your mod is free and it would be good to put in description that he was allowed to use the sound you made.
It’s a bit of recognition for the work you have done.
