F1 2010 Does the PC version use Steam?

Does the PC version use Steam?
If it doesn't can I still use the Mods in the forum for it?

Well you can buy it from Steam. But either way you will have to use GFWL. No matter if you buy retail or Steam version. I got the Steam version and I can use the mods without a problem.

I have the PC version and although i have no mods installed i have no problems playing the game.
