Does anyone know of this bug? Is it manually sortable? If not then I hope it's sorted in future builds.

As far as I know it aint manually sortable, unless you're a modder perhaps. They make constant tweaks to AI, but it never hurt if you make a post on the ISI forums in the technical section or wishlist, so they are aware of it to change it in future builds.
Just for my knowledge, did his laptime go down or did he still went as fast as before? Would be cool if it would make an impact on their speed and if AI can judge how long the race is, and if it's usefull to go in pit (for instance last lap of race with losing front wing). But to be honest I think it is wishfull thinking for now, would be cool if that would be implemented in the future.

No, I think this is something that needs to be reported to ISI. Perhaps there is a reason for it (although I cant imagine one).
