I guess that if the code were made public under a license such as MIT or GNU GPLv3 we could organize ways to have people working on it and maintaining it. (Just throwing ideas in the table here, of course, it all depends on the plans the author has to his app). Other than that, I find it very hard anyone wanting to work on it under the risk of copyright issues.

I mean, https://github.com/mlabbe123/setupsapp/blob/master/bower.json and https://github.com/mlabbe123/setupsapp/blob/master/package.json both say it's licensed under MIT (assuming I'm looking at the right repo). At a quick glance: the backend is Node.js, its only hard dependency seems (again, just from skimming the code) MongoDB. The last commit is from 3 years ago, so probably needs a bunch of upgrades for security fixes (esp. given why the service was taken offline in the first place)
