I used the "wheel.tga" from the "me2_gen_high_main" and there is no shiny. So maybe a mistake in your "wheel.tga" (second pic) ? Sorry, i don't know much about modding.

Just re-done with the alpha channel still in place, plus you need to alter the materials.xml to take away the glare.
