What is the actual point of this? I've never seen it used but it still loads and appears in the pits on every track.

Mostly, useless.
I have seen it used on super speedways in league races to act as a pace car. That's about it.
Having seen them in use in iRacing, I can say there's no better way to reduce the amount of fun racing than by having flag periods that require restarts under an automated safety car.

As Dennis wrote. Useless in R07.

GTR2 is another story thou. I have seen it many times during formationlap and some nasty accidents.
Now thats really cool!

Few weeks ago, i did a 3hr long event in GTR2 on SPA. The safety car had to be pulled out 3 times due to accidents.
