no, but I'm using BC7 DDS compression, which some programs might have problems opening

If gimp has the correct plugins, then it should too (I don't know if there is a BC7 plugin for gimp)

I only make car skins, there are other people that make helmet skins. And what do you mean by steering wheel? Like a different model? I don't make 3d models, just skins

No, this works only for the 2023 Hybrid. In Asetto Corsa (and in most games actually) skins are made for the specific car and unless another car uses the same exact body model, the skin won't fit on a different car

I can't really do much about that. It just does that when dealing with shader replacements. That's one downside to having actual chrome on the livery

If you install a mod that uses the ext_config.ini (like the ACSPRH helmet mod) instead of replacing the ext_config file in the skin folder with the one that comes with the mod, you have to copy the text from one and add it to the other, so that both config files are essentially merged.
If you just replace, then the chrome will not work, because that relies on the config file
