I just downloaded this track and installed it in a fresh new rFactor, and everything works well.
I think the possible reason for this issue is that you installed other mods and they added the RFE_SKY.mas in your 'GameData\Locations' folder.
I just upadeted the source file to fix this, you can download the latest version (v1.2) and try again.
Hope this can solve your problem
