Problem opening Racer EXE

Hello, I'm new here. I have a problem that causes me to not be able to start Racer.


I will show a pic of the error that shows up.

Does anybody know what tis means and if there is anyway possible to fix it? I would really like to try this game so if someone could please help me out I would very much appreciate it.

What are your computer specs, and most importantly what kind of graphics card are you running?
