it says "couldn't run the executable" - any idea why?

The patch doesn't run or the game? For the patch, try admin mode, and/or compatibility mode for Win7. Do not run from any Program Files folder. If the game isn't running after patching it is probably windows or your security software blocking it since the exe has been edited (suspect DEP, it rarely gives notice when it blocks anything; temporarily disable DEP and try again).

This is an older util and directly edits an exe, W10 and w11 are very strict about such actions.
