nvidia control panel

I just got a GTX 1080 ti, it is working fine, I am on windows 10 64 bit, driver is 399.07, but the nvidia control panel is nowhere to be found on my PC.

Right click on your desktop and you should find it as long as you have the driver installed.

Yes and then make adjustments hit apply and be disappointed.
I have not been able to adjust any settings lately, keeps denying and resets to default.
