More Snowy Monte Carlo - Accumulate snow at lower altitudes.

Even though there is less snow in the real 2020's Monte Carlo, so boring in dry tarmac except at the top of the mountain isn't it? This mod changes to the snowy conditions from the village at the foot of the mountain.

-FIxed issue "3. Light snow at start (no ice)" version has no snow on the road.
-Snow amount is still a bit low, but when increase more than this, roads are frozen.

I use asset editor or edit directly with hex editor for DB assets.
