[HELP] Painting you Car in the Browser? NOT WORKING

Okay folks,

So I visted the S397 site and I am reading the user guide. It tells me to do the following to further 'refine' my paint. I have no idea what browser they are talking about and where???????

Next open the following link in your browser:
http://localhost:5397/carpainteditor/index.html#/carpainteditor
If you can resize the window so it can fit on your screen next to the showroom.
In the showroom you should now see your custom skin

The link keeps getting rejected!!! in Chrome, Opera and iE.
