Getting a bad stutter whenever there's more than a few cars on track, sometimes goes away but comes back.

Hi So I've had this issue with online and AI races for a while where i lose approx 40fps and the game stutters like crazy. it will sometimes go away mid race and then come back. you can see when it happens by the graph in the photo it will be smooth and then start going haywire. any advice would be greatly appreciated as I'm struggling to find a fix for it.
i have a 5800x3d and a 6900xt so i should be able to run it smoothly

Have you watched Task Manager > Performance > CPU or GPU
to see e.g. logical processor utilization during stutters?
