F1 2011 Fuel Sim OFF but remains ON for Wheel

It's come to my attention that if you play this game on the wheel in coop against someone on the pad the difference is incredible.

I've noticed that with full sim OFF the PAD is faster and more reliable then playing on the wheel.

Even with the settings checked over and over it feels as if playing on the wheel that tire sim remains ON even with it checked off.

Don't know if anyone can check that but this is a problem I'm struggling with right now, In no way should a pad out perform a wheel.

Doubt it has anything to do with fuel, more likely your advanced wheel settings. Post a screenshot (or write) of them, please.

Well I've tried default wheel settings + ones suggest or that I've found around and about.

The thing is I've tried the Sprint multiplayer race and it really feels like sim is off, but when i do coop it's like the settings remain on.
