Formula RR - brakes

The first one should be quite obvious. Brakes ahve an Optimal temperature at which they work for the full 100% which is in this case 450 degrees (Most likely Celcius) A few times hard braking and you achieved it
Second one is most likely (but not sure) some sort of multiplier for the cooling down of the brakes during driving. Can't give details because I don't have them. Google is your friend mate
 
so

BrakeOptimumTemp=450.0 // optimum brake temperature in Celsius
BrakeFadeRange=350.0 // temperature outside of optimum that brake grip drops to half (too hot or too cold)

below 100 degrees and over 800 degrees brake grip is half, that's why at low temp brakes don't lock
