Fixes for Togliatti Ring - A couple of fixes to make Togliatti Ring usable with AI

You need the original track files for this fix to work. Place these contents in content/tracks. Override all files.

A couple of fixes for Togliatti Ring:

• AI Rework. The AI on the left side of the starting grid can now move. The AI can now move around the track. No longer does the AI get stuck before the first corner and retire.
• Defined the Pitlane. AI no longer cuts the grass on the right in the pitlane and crashes into the start line wall.
