How can I make the Stars filled and unfilled make higher?

The answer to your question depends on a lot of different things.
Are you using any mods? (Fire and Ice mods have their own reworked potential system so I have no idea if the conventional way to change stats would work). Probably not.

If you are not using their mods you could use the save game editor, but I recommend using the save game extractor and look for the potential and maxstat entries for your driver.
