Dirt Mod - Adds dirt accumulation to satsuma

This mod adds dirt accumulation and rain windshield effects.
Driving off road adds 3x more dirt
Wipers remove dirt

Planned features:
Add dirt to the rest of the car.
Add a bucket & sponge (or pressure washer) to wash the car with.
Make dirt persistent

Known issues:
Water droplets flow sideways on side windows

This makes the windows darker and I am blind when driving at night because the windows are so dark, I cannot see even with the headlights on.(Cannot even see it on)
