AI Flood Cars not spawning

Using trackday AI Flood at pacific coast, union island, or any other tracks just doesn't work. opponents number at 12, AI Flood enabled. the cars in the map is just 12, it doesn't despawn or spawn, it's just 12 cars cruising around the map making them rarely appear. I don't know if this is just AI Flood not working or something is wrong with my CSM. tried with 0.1.79 (latest) and 0.1.73 (recommended) both doesn't work. Some features such as neck fx, and chaser camera script also doesn't work. Any (or some) graphics adjustments work tho. Any ideas?
