The latest "official'' update installed via CM, the Discord stuff copy and paste.
Activating always with CM.

So you just copy the newer discord 1.23 preview versions over the 1.22 version. What version does the game show on the loading screen in the lower left corner?

Not just copy the newer one over the previous. Delete the old one first, just save the specific car and track ini files.
While loading it shows:

Custom Shader Patch v0.1.23-preview25, more information.....

Just an idea:
If the __cm_weather.ini is existing on your system maybe you can send it over
