The cars are balanced so there shoulnd't be much difference in handling and performance.

Its like cycling, once you learned it you will never fall off, unless you are drunk
Getting back to the speed you used to will take a bit longer propably

Question 1 - Yes, that is how it is sorted out, column A = div 1 & col.B div 2
Question 2 - The promotion and relegation is done on a race basis, the series are not fixed at all
