Fixed ext_config.ini

Restored original RSS missed lines.
Thanks to @1302shaun for report.
If you have previously version you can overwrite only ext_config.ini file and not all the pack.

Fixed Estension Folder

-I don't know why, probably my mistake when I repack, but compounds were wrong with Hard tires missed. Now are ok. Sorry.

-Known Wet Tires Textures Bug
