Weather issues patch

Some people were having trouble with Sol 00 performance, so kunos weather has replaced it.

Driver Fix - Carlos Sainz Jr.

skin name in opponents.ini was labelled 04, not 55, so the skin would default to a RSS skin. This is now resolved.
