Yup. I feel like that the game lacks a little bit of details here and there, but this is a nice little detail. I haven't bothered checking if they have different during summer and spring/autumn as well.

Imagine the time spent on it compared to how large (small?) percentage of players that will see it?

It's a bit like the scoring pylons in rFactor 2. They are updating live depending on the standings in the race. Like the 33 car pylon at Indianapolis. The car numbers in game, are in the correct positions at all times. For me, it's an "important" detail. But I don't think many will notice it. They surely just see the pylon and that's it.
