What does everything look like? Before I download a random google drive. Especially from a modder that his most recent mod was a "meme" mod.. How do i know that this drive is safe?

presumably it was uploaded to google drive due to racedepartment having size limits on uploaded mods. can confirm it's safe to download

It is safe don't worry. Only reason it is on Google Drive is because the file is too big to be put on RaceDepartment

Unfortunately not. A track's ID needs to be in the game first to be added
