Did as noted, unzipped, copied the the rF2 base directory, but the car does not appear. Any hints how to get it done?

Yes friend, it was my mistake when compressing it. Thank you for letting me know, the "VEHICLES" folder that is inside the rar file must go inside the "INSTALLED" folder located in the main folder of rfactor 2. I can't reupload the corrected rar so I will make the clarification for everyone in the post. Let me know if you were able to view it
